Laboratory benches generate tens of thousands of peer-reviewed papers, hundreds of doctoral dissertations, and filing receipts for thousands of provisional patent disclosures. Yet across technology transfer offices (TTOs), the conversion rate remains sobering. Fewer than 15% of university patent disclosures ever secure an executed commercial license with an operating company. The remaining 85% languish in institutional portfolios, steadily racking up maintenance fee bills before being abandoned or allowed to expire.
